亲爱的外国专家、朋友们：

　　岁月更替，华章日新。值此2023年新春佳节来临之际，广州市科学技术局（广州市外国专家局）谨向为我市经济社会发展作出积极贡献的外国专家、朋友们及其家属致以诚挚的问候和美好祝福！

　　2022年是极为重要的一年，中国共产党第二十次全国代表大会胜利召开，全面建设社会主义现代化国家新征程迈出坚实步伐。广州市科技局坚持“四个面向”，主动担当服务国家战略，聚焦“科学发现、技术发明、产业发展、人才支撑、生态优化”全链条，推动科研资源大市向科技创新强市迈进，科技创新综合水平迈入全球主要创新型城市前列，“广深港”科技集群在全球创新指数排名连续三年居第2位，广州市在“自然指数－科研城市”全球排名从2018年第15位、2021年第14位跃升至2022年第10位。2022年，广州市入选中国最具幸福感城市、魅力中国——外籍人才眼中最具吸引力的中国城市、全国首批营商环境创新试点城市，科技部、人力资源社会保障部批准在广州市开展外籍“高精尖缺”人才认定标准试点工作。2022年广州市取得成绩的背后，不但凝聚了在穗外国专家的努力和智慧，也离不开广大外国专家与国际友人的广泛支持和参与。

　　2023年，广州市科学技术局将深入学习贯彻党的二十大精神，深入落实《南沙方案》，砥砺奋进、真抓实干，推动创新链产业链资金链人才链深度融合，深化面向世界的粤港澳全面合作，不断完善人才引进机制和政策措施，积极推进落实外国人来华工作许可便利化措施，试点开展外籍“高精尖缺”人才认定，面向重点产业领域引进一批战略科学家、科技领军人才和创新团队，在科研环境、创新平台等方面给予更大支持，努力为各国人才来穗工作提供便利条件和优质服务，为广大外国专家在穗干事创业、施展才华提供更加广阔的舞台，热忱欢迎外国专家以各种方式参与广州建设，为促进广州发展和中外交流贡献力量。

Chinese New Year’s Greetings to Foreign Experts

Dear foreign experts and friends,

　　New progress is being made as the day goes on. As the Chinese New Year of 2023 approaches, Guangzhou Municipal Science and Technology Bureau (Guangzhou Foreign Experts Affairs Bureau) hereby extends sincere greetings and good wishes to foreign experts and friends who have contributed to the economic and social development of Guangzhou，and to their family members as well!

　　The year 2022 was a crucially important year, when the 20th National Congress of the Communist Party of China was concluded, and solid progress was made in the new journey toward building a modern socialist country in all respects. Guangzhou Municipal Science and Technology Bureau set sight on the frontiers of global science and technology, economic development, the country’s major needs and people’s health, and took the initiative to serve the national strategy, and focused on the whole chain of “scientific discovery, technological invention, industrial development, talent support, and ecological progress”. It helped Guangzhou progress from being a city rich in scientific research resources to a city strong on technological innovation. Guangzhou is at the forefront of major innovative cities in the world in terms of the comprehensive level of technological innovation. The Guangzhou-Shenzhen-Hong Kong technology cluster ranked second for the Global Innovation Index for three consecutive years. Guangzhou’s place on the global ranking of “Nature Index – Science Cities” rose from the 15th in 2018 to the 14th in 2021 and the 10th in 2022. In 2022, Guangzhou was included on the list of China’s top cities for people’s well-being, the most attractive Chinese city in the eyes of foreign talents, and one of the first pilot cities for business environment innovation in China. It was approved by the Ministry of Science and Technology and the Ministry of Human Resources and Social Security to carry out the pilot program of accrediting foreign top-notch talents and talents in demand in Guangzhou. The achievements made by Guangzhou in 2022 are inseparable from the efforts and wisdom of foreign experts in Guangzhou, as well as the support and participation of foreign experts and international friends.

　　In 2023, Guangzhou Municipal Science and Technology Bureau will study and implement the guiding principles of the 20th CPC National Congress, put the Nansha Plan into practice, promote the deep integration of innovation chain, industrial chain, capital chain and talent chain, foster the comprehensive cooperation between Guangdong, Hong Kong and Macao with a global perspective, improve the mechanism and measures for talent introduction, facilitate work permits for foreigners working in China, and pilot the program of accrediting foreign top-notch talents and talents in demand. It will introduce strategic scientists, leading scientific and technological talents and innovation teams in key industries, provide greater support in scientific research environment, innovation platform, etc., offer convenience and high-quality services for foreign talents working in Guangzhou, and create a broader platform for foreign experts to start businesses and bring into play their talents in Guangzhou. We warmly invite foreign experts to help develop Guangzhou in various ways, and contribute to the development of Guangzhou and Sino-foreign exchanges.

　　It is the right time to set sail in the vast sea as the tide comes in. Foreign experts are messengers of friendship, and a key link between China and the rest of the world. We sincerely thank the foreign experts in Guangzhou for your support to our work, and wish you all success in work, good health and family happiness in the new year!
